There is no cheat to get money (that I know of) but you could duplicate items and sell them.

The quickest way to get money at the start of the game is to join the Thieves Guild and fence stuff there.
Talk to Armand Christophe in the slums at the Waterfront about the Gray Fox (check out the posters first), then meet him at the slums' campfire at night. Complete the task to join.

Wait until it's nighttime, then pickpocket items from the Imperials guarding the doors in each district. Their Fine Steel Bows can fetch up to 60 Gold.
Pickpocketing the sleeping Imperials in their Barracks in each Watch Tower at night can get you lots of Legion Armor, which is worth quite a bit (but it's VERY heavy!).

Or if you're already carrying too much, you can pick ingredients from the various plants around the Imperial City (like Fly Amanita, Green Stain Cups, Steel-Blue Entoloma and Sacred Lotus) and sell them. They may sell for 1 Gold, but they don't weigh much.

Go to the talos plaza district in imperial city and some where on the right side of it a guy named dorian lives there.paralize him then pickpocket him.p.s.HIS MONEY NEVER GOES AWAY!!!

If your are on a pc there is a cheat: press ` to bring up cheats page then type 'player.additem 0000000f 30000' and you will get 30000 gold! =]
