You get it from a smith in Crucible on the Shivering Isle Expansion Pack.

Well you need to find the ore in some caves most likely on a dead monster then bring it to a smith but you need the shivering isle pack in order to do this.

Get ore from caves like the Knotty Bramble and bring them to Cutter in Crucible.
