Ask all the people who could of stolen it a question. Some stories are fake some are real. You will notice that the mage said she was reading stars or mapping them but I think it was the orc who said it was raining the night it was taken. Listen to what they say and check the places they talk about or hint at and you will figure it out.
Black Mamba is right but there is a pretty hard clue to find on the dining room carpet. It's blood. It took me weeks to figure it out !!!!!!!!
The stain in the dining room is paint, not blood. Check Chanelle's lecturn in her room and you will find paintbrushes and a pallete. The final clue is in one of the towers, it's a painting (Don't forget that Chanelle said she was star reading in that tower).

Chaneel I think. Check in the tower like gamematsre said and checxk behind crates and stuff and there a secret passeg on the floor, that leeds you to one clue and theres the paint on the rug and theres the paint supplies in Chanelles room, witch leads t say she's the one who stole it.
The black person (woman) stole it. Who else would have.
