Sorry but it is impossible to get a full set but you can get sets that are almost full. Some Bandit Ringleaders have good sets and other leaders like marauders, vampires and a few other people. If you do the collecter quest for Umbacano in the Imperial City, I think Talos Plaza District you will get a quest to retrieve an item he wants, if you are a pretty high level there will be a Khajiit at the entrance that has a really close to or complete set of glass armor. I will find out what the item he wants is. It might not be impossible after all.
The item is a carving called High Fane and it is at Malada.
I think you can get a full set but from different ppl during the master heavy armor quest. Go to the inn where the guy is at and there are a few ppl there (including an imperial soldier so be careful), at my lvl there were 3 ppl with glass armor and one with a full set of deadric armor. But when I killed them I was lvl 25
I am pretty sure that is true. To avoid getting captured by the guard I would use a mix of chameleon spells and enchanted chameleon armor. I am lvl 45 so it should be true.The inn is called Roxy Inn and it is north of the Imperial City.
Kill this dude with the glass armor in the Roxy Inn, but I must warn you, there are 2 imperial guards (1 inside and 1 outside, but I'm sure you can take them, I can, because I'm level 50 woo-hoo!)
