Try going in the afternoon like around 12, then go inside that 1st lady will talk to you then wait a second then the other one will talk to you then she'll talk to you and say take your clothes off then say no and ask for gogans ring,kill them all then gogan and the other girl that gogan is with will come to then the quest will be completed.

I think leon s.kennedy has answered the wrong question. Anyway, to get the skeleton key you have to complete the daedric shrine quest nocturnal
