ok... help please

Help I heard there was a type of sheild that gives you 35% reflect damage but I can not find it I also heard it was a reward from a quest but I don't know which quest and also do you need any downloads to get it please answer asap the sheild is called escutcheon of Chorrol please help I really need it

I am glad you found it but just in case someone else needs the answer here:
You have to complete Sins of the Father. To start this quest you actually have to do two quests before it Starting with Seperated at Birth.
Ask for rumors in Chorral until someone mentions Reynald Jemane acting weird in when they saw him in Cheydinhal. Go ask him about it in Chorral. Continue on with this straight foward quest and follow Guilbert Jemane to Chorral. Talk to him in Chorral to start Legacy Lost.
Sabine Laul in the Fighters Guild will mark your map with the location of Weatherleah so you can kill the three ogres. Guide the twins home then wait around Chorral for about two days. Fathis Ules will approach you and innitiate Sins of the Father.
This quest can "end" in three ways: Keep Honorblade and never truly end the quest, Give it to Fathis for gold, or give it to Laythe Wavrick, herald to the countess of Chorral, to get the shield.
