I found a house for sale but how do I buy it? Do I talk to somone?

You go to yhe castle and talk to the king or queen but if it's in imperial city
Go to the market and go to this one place(I can't remember what it's called but it's the only place that dosen't sell stuff) and talk to the girl inside

You go talk to the count or counntas of the town unless it's the imperial city or anvil in anvil you talk to a guy but it becoms a quest and you have to kill a bunch of ghosts and a neromaser the imperal city you have to talk to a lady in a shop that dosent sell stuff
