Question for Need for Speed: Most Wanted

Problem with Milestone of BL#4, there are 3 photo tickets with different speeds to get clogged before the cops get behind you, 1st 180m/h 2nd 164m/h 3rd 152m/h
Since the 180 is very hard with a lot of traffic I tried the the 164 and 152 and I drove over the wanted speed but it still said Too Slow ! Why ? I'm stuck there
