if you want a car that not beeen folowed by the police then just 'be' the cop, than your proplem has been solved

Look for a Cop car and try to get another car between you and the Cop car. Ram the car behind the Cop car. When the Copper gets out to arrest the other driver steal the cop car.

Yes but, because you have stolen his cop car he can't chase you. All you have to do is avoid other cop cars. I had mine parked outside my garage for ages. Got bored with it in the end.

You cant take the cop car with the cop knowing the cafr becomes wanted and so do u for resisting arrest

You can't because the police are looking for the cop car and you can't put it in the body shop.
It would be good if you could have ambulances and fire engines

You can't I'm afraid, no matter what you do the cop car becomes wanted, I've never heard of a glitch that can let you do it, maybe if you hacked the game or had it on PC but apart from that...

I was able to get one across the street after taking Joe home when he was drunk. Yeah, it said wanted, but at the same time, there were no police forces all the way to my home in Uptown. I suppose,it'll be there 'till I get bored with it.
