The Council Members are the leaders who you unlock by completing Missions and collecting Comic Covers for them. These characters each have their own story to play through which will get you powerful rewards when you complete chapters. Council Members can be leveled up by leveling up your Council Chamber, they can also be trained in ranges like the rest of your Survivors but will have a different maximum level to them. The Council Members themselves are the popular characters from the comic and TV series and includes Rick, Carl, Negan, Rosita, Hershel, and Andrea.
