Can my EEVEE ever turn to a Umbreon or Espeon on my LEAF version and if it can what do I need to do???

No it can't unless you only train it at night for an umbreon I think
You have to train eevee at night then you to make friends with you then if you keep training with eevee it will maybe turn into a umbreon good luck!!!!!

You have to train eevee at night then you need to make friends with it then if you keep training with eevee it will maybe turn into a umbreon. If you keep training Eevee during the day and make it friendly it will eventually turn into Espeon.

You can't get it to evolve to Espeon or Umbreon in FireRed/LeafGreen. You'd have to trade it to Ruby/Sapphire/Emerald first, and train it between special times:
Espeon: 12pm-12am
Umbreon: 12am-12pm

Advice: Train the Eevee while holding a Soothe Bell. This will make it's Happiness increase faster. Keep checking it's Happiness with the lady in Verdanturf as well, to see your progress.
Another note: You'd need to have beaten the Elite Four and established the connection between Kanto and Hoenn in LeafGreen first, so you can trade the Eevee to Ruby/Sapphire/Emerald, and gotten the National Dex in LeafGreen (given to you by Pro.Oak if you have at least 60 filled entries in your PokeDex).
You can't get Espeon and Umbreon (i think Umbreon is cooler) you need to train Umbreon at night though he does not evolve by level he evolves by friendship.Same goes for Espeon but train during day
