
Pokemon Brilliant Diamond and Pokemon Shining Pearl are both remakes of the 2006 Nintendo DS games Pokemon Diamond and Pokemon Pearl. There are however a few differences between the older and newer version of the games, one of which is the ability to catch all three starters - Turtwig, Chimchar, and Piplup. It is not just the Sinnoh region starters you can catch but also the Kanto, Hoenn, and Johto region starters. This How to Catch all Starter Pokemon will tell you how to do it.
To catch all three starters in the Sinnoh region you need to defeat the Champion and complete the Sinnoh Dex which can be achieved in Pokemon Brilliant Diamond and Pokemon Shining Pearl by seeing (not necessary to catch) all 151 Pokemon in the regional Pokedex. Once you have managed to do this you need to speak to Professor Rowan in Sandgem Town and receive the National Dex. Once you have the National Dex in your possession, you will be able to find all three starter pokemon for the Kanto, Hoenn, and Johoto regions in different Hideaways in the Grand Underground.
Listed below are all the Hideaways in the Gran Underground where you can find the starters for each region in Pokemon Brilliant Diamond and Pokemon Shining Pearl once you have obtained the National Dex. Make sure you come prepared for a fight as these Pokemon will be somewhere between level 58-63.

Chimchar:

Piplup:

It is important to remember that lots of different Pokemon spawn in these Hideaways, this means if you don't see the Starter you are after, you will need to exit and re-enter the Hideawey to refresh the Pokemon available. You may also wnat to consider increasing the spawn rate for different Pokemon types by placing statues in your Secret Base.
