You have to get sent to prison first, then at some point like a day after some random person will come up to you and give you a note, then just follow it's directions.

MrOblivion answered:

You have to go to prison a few times and try to pick locks a few times and then just wander the city all daay and then somone will give you a note telling yo to meet in a garden at the waterfront of the imperial city and then it's just a match against 2 other theives.

Obliv answered:

If you can't find garden look around the back of peoples houses it's at a persons house near a wall

SUPERMAN5 answered:

First get thrown in jail, just pick someone's pocket and get caught. Then get in the garden in the Imperial poor district.(The one with the Boat Inn)

cafe answered:

Don't necessarily need to get thrown in jail, you could just pay (although that could possibly just be a weird thing with my version) , and then go to the garden in the imperial city waterfront at midnight, a guy with a torch will be standing there. He is a doyen for the theives guild.
