You have to enter mom's house and save it then you should have it.

You have to move to Mime's house and the save the game and it's unlocked!

Start a bust out mode and save when the dream sequence ends. Make sure you like the person you made for bust out, because if you play on free play and do a bunch of cool stuff you like but you don't like the sim you made for bust out, it's going to be a sad, sad day when you start a new bust out mode then go to play your super cool Free Street that you took a long time to make and it's all erased because you didn't like the sim you made for your bust out mode. (This is a true story, I'll have you know ={ sad, isn't it?)
