In the game directory locate the DATA folder, there should be a bunch of files with *.SBC extensions...locate the file 'DATA.SBC' and open it with notepad.exe. Its a long list of numbers. The first number is the game start year 2375. The following 3 numbers are the starting money for the 3 difficulty levels, so if you change them and save the file after you will start the game with more money. .
