What is the power scroll suppose to do?

If equipped, you will never lose deadlocks(when you and an enemy are pushing against eachother). In DW4, winning deadlocks are much harder for some reason, but I would recommend using a different item as deadlocks are rare.

HOW TO UNLOCK HORSES. How can i unlock horse so that i could ride them..

The only way to do that is to get a saddle. There are many diff types n all are hard to get you must follow directions exactly to unlock them

How do you unlock fu xi the guy with the great sword?

Sadly, Fu Xi can only be unlocked in dynasty warriors 3 not dynasty warriors 4. To unlock him in Dynasty Warriors 3, clear musou mode with Cao Cao, Sun Jian, and Liu Bei.

How do you unlock "Guan Yu's escape"? (Shu side)

Ya weel you be guan yu for story mode and eventually you will unlock that stage.
