Any Pokémon can be strong when you know how to fight with it. Picking based on highest stats is a petty way of picking a team.
Arceus has the highest base stat total of all Pokémon.
Deoxys in it's attack forme has the highest base attack AND the highest base special defense of all Pokémon.
Blissey has the highest base hit points.
Shuckle has the highest base defense AND the highest base special defense of all Pokémon.
Deoxys in it's speed forme has the highest base speed stat.
Notes:
-This list may change with the inclusion of the sixth generation, however as of writing this no stats of any Pokémon have been revealed. Also, sixth generation Pokémon will be incompatible with Pokémon White 2.
-Deoxys and Arceus are event only Pokémon. This means that they cannot currently be caught in any game. You can still trade for them or transfer them from older games. Be warned, many Deoxys and Arceus that you find are hacks, and hacks can severely damage your save file (even if they did not originate on your game).
