Where are these pokemon R-017, R-129, R-139, R-150,
R-153, R-166, R-178, R-188, R-190, R-221, R-243, R-253,
R-265, R-273, R-296, and R-297?

17 is at the old mansion, are-129 at the canal ruins but you need a 3fire Pokemon to awake it, are-139 is at hinder cape but you need Entei's grawle to get it, are-178 is at the day break ruins, are-188 is at the oblivia ruins, are-190 is in a tree on the mitonga road, are-253 is at Mt.Sorbet, sorry but I do not now the rest of the Pokemon but I hope these answeres help.

297 is in the canal ruins, the place where you dive,296 is in the mansion on mitonga island, 265 is in Oblivia ruin but need to finish all the quests,243 is in canal ruin but need level 2 electric Pokemon,221 is in Mt sorbet but need 3 level 3 fire type Pokemon,166 is in the sky fortress,153 is in the north exit of day break ruins but is hidden need roar/growl,150 is in noir forest but have to capture all dusknoirs to find. Hope this helps!
