Dialga, Arceus, and Palkia can all be found in the Downloadable quest, 'Pledge to Arceus'. To my knowledge, you can catch Giratina in that quest as well.
The quest takes place in the Sky Fortress. Because you can only play it after you've beaten the game, it is one of the last times you will see your Ranger Partner, Ben/Summer.
It is downloadable through any Wi-Fi connection you may have available.
