After you find all of the Pokemon in the Pokedex, talk to Professor Rowan to receive the National Pokedex, receive the Poke Radar, and talk to Dawn, talk to Dawn Sister. She will say a Pokemon is somewhere in Sinnoh where it wasn't before. This is a list of Pokemon she says:
