Okay, I lied. He's just plain awesome.
Lv. 100 xatu, holding a quick claw, ability no guard, maxed legal stats, appears in box 1, slot 1, has earthquake, sheer cold, recover, and hypnosis, and all moves have maxed pp, but start with 0.
Best tactics: no guard makes your moves never miss, and sheer cold is a 1 hit KO, so that's your go-to move. The other ones are for when you actually have to fight.
