This might sound stupid to you, but it's not obvious to me, but in Wet-Dry World how on earth are you supposed to get up and talk to the pink bomb guy to open up the cannon?
I need help ASAP!

Like Sheiny said, you have to do the sidestep jump into the painting and the level will be filled with water.
Normal jumps will have you entering the level with not much water.
When you jump into the Painting to enter this Level - you usually hit the bottom half of the Picture - which is why the water starts so low...
So - do a Sidestep Jump (left then right+A) into the TOP of the Painting and the water will be high - then just swim over to the Pink Bomb and get in the Cannon!
