You've built the 2nd floor but have you built rooms on the 2nd floor? You will need to get rooms constructed before staircases can be placed in position.

I built rooms on the second floor, but I still can't place any stairs. Why is it so hard to place them? Help!

I just figured it out, you need to be on the ground floor to place them, not in the 2nd floor option
