You can find the goldfish aquarium in the Prts tab of your homestore.
Like all other furniture, you can place the aquarium in your homes and interact with it.

The fish aquariums are found not in the inventory, but in the Pet section of the home store. Don't worry, you don't have to spend any more Simoleons, LP or iTunes money, it will say free X1

Its in your home store under the Pet tab and it's free and unlimited on how many you can have
