You have to buy the Pet store from The Town Map. It is beside The Salon. You are able to buy different breeds of dogs and cats there. And once you have the pet store you will also have unlocked the Pets tab of the home store, where you can buy things for your dogs and cats and you can also buy rabbits.

To get Pets, you will need to buy and build a Pet store, then you can buy a range of dogs or cats. You can also purchase rabbits at the same place where you are Able to get furniture ,you just have to scroll along to the pets tab. And just remember you can only have one cat or dog living in one house at any time. Hope this helps.

I tried both answers and they didn't work because I look and looked and there was nothing there and I really want a new Pet :(
