Same like all other levels. Keep improving their relationship with the "green" interactions.

Like the previous answerer said, keep making them be nice and be funny to each other until they are good friends. Also, if you have The Nightclub you can have them Dance on the dance floor at the same time to make their friendship level increase rapidly.
