What does it mean for the goal "Spend $2000 in the garden?" I've planted over $2000 worth of items and the goal is still there.

You need to spend 2000$ in the garden section at the Homestore from the moment the goal appears. Previous contributions are not accounted for.
Like the previous answer says, things you bought before you got the goal do not count towards it. But I'm not sure if what you are trying to say is that you have bought over 2000$ in plants after the goal and it still doesn't count it? If that is the case, try buying something other then plants, maybe those don't count?
For this one, I bought a bench and a Cupid statue but you need a lot of Simoleons because I spent an extra 500. I guess it's still worth it.
Well, in the Home Store, there is a garden section. You buy $2000 dollars worth of Items there (I.e. Trees, flowers, etc.).
