Where's the swim center on the game.? I already updated it already but I can't find the swim center where is it.?

In the open field bottom right hand of The Town Map. It won't show if you are building something right now though

I'm already at level 29 but I can't build the swim centre. The land between the school and the town hall is just empty. I'm not building anything currently. How?Guest answered:
You have to build it like the School and other buildings. It goes on the empty block between the school and Town Hall, you need to be at least level 20 to build it too.

S/he said s/he level is a level 29 we know you have to be a level 20 to get it… I'm going through the same thing some people say you have to get it when it said build a business but I don't know for sureiamjammy77 answered:
Swim center is on The Town Map...you will need to build it like you did all the other buildings...you will need $$$
