You can in the new update I just don't know how. I am looking everywhere to find out how to turn the pre-teen into a teen. Everything says thar you will get the Quest on level 23 and stuff like that.

First you have to complete the teen Quest which is in the new update .. Then once finish the quest you tap on the preteen and "Have birthday " then they turn into preteen. And you can re-change there clothes +etc. Also check out the furniture store they have LOTS of new teen room stuff ... Have fun (:
