It is a utility required to buy herbicide. Herbicide is for killing sim eating plants. If you don't want to use herbicide you can "negotiate". I hope this helps. Have Fun!

It is in the garden section. It costs 600 sims and looks more like an end table than a bench. You should see a spray and other utilities. It should be one of the first items in the garden section
