You can find it in the nursery (child store that you built-below The Pet Shop. Then in the nursery you can find the rocking Horse, it's like a red hourse. It costs 1,500 coins.

I can't find the rocking Horse as well I enter the kids store and it's just not there...

Go to the kids store and the rocking Horse should be there
