Question for The Sims FreePlay

I am having troubles; I cannot get 'engaged' or 'married' for whatever reason. I am on level 24 almost 25. All my tutorial goals include having kids. My present one says to turn a baby into a toddler but you can only have a baby when a couple is married. So how can I get married, skip this goal, and why CAN'T I get married or engaged?

Same thing with me but to get married you have to keep being romantic until it pops up to get married
