I think it is level 13 I am not sure I though it was 10 then when I got there I still couldn't get engaged so I looked it up and it said level 13 what level are you on just now

You have to get to the goal that says 'Get engaged' which I think is after the three buisnesses goal, at least for me it did. It felt like it took forever. I was at level 12. You have to have 20 LP for the ring because that's how much it costs. Hope that helped.
