No you can't upgrade but you can add rooms. Also if you are already living in a house you put them in from the start then no. I tried this with mine and it didn't work

You can upgrade and move sim families to other homes.Build a home that you do not have a sim created for and click the option that asks you to "keep home" etc. I forget the exact prompt wording...Choose that option and pay the 5k or however much they require to keep an empty house around and then click on the home to move in your existing family.

As for upgrading, you can add rooms under the buy menu under the sub-option "house". There is even an option for stairs if you build a second story.You can add a personal Swimming pool in this section also under "outdoors". Hope this helps.
