No you have to reset the game, you can't find it under options in your main menu

But i remember the game telling me I can sell my town and move my sims into a new town

No, but you can start all over again, all in-app purchases and in-the-game purchases will be lost.

No but if you click on the pause botton then click on the bottom
Left corner option (The one with 3 lines and 3 dots) It says restart at the bottom!

When you reset, do you have a chance to do the quests again, within the time limit, and still get the special prizes?
