Spike strips

I am on Blacklist number 8 and I am trying to find spike strips. Does anyone know how I can find them?

You have to get to heat level 3 in order to get spike strips, it could be heat level four too.

You need to beat more blacklist rivals until you need to obtain it in the milestones menu.

You need to get into a pursuit and get to 4 heat in order for the cops to put down spikestrips.
