Yes you can, just get 100 relationship with Maximillion Moore and ask him to move in with you.

Yeah of course!
I don't think Dusty Hogg will move in with you but Mel Odius will, just get the green bar up to 100% and he'll move in with you!

Yeah, I roomed with Daschell Swank, then I kicked him out, and now I'm rooming with Maximillian Moore.
