Altaria: Do me a favour and get rid of Sky Attack. That needs to charge prior to use, and its accuracy is 90 percent. Teach it Fly. The other moves are very good. You considered that Dragons are susceptible to Ice moves, and you capitalised on it again by teaching Fire Blast. But Flamethrower may be the ticket in place of Fire Blast...

Milotic: Because it has Surf, Hydro Pump is undermined. Get rid of Hydro Pump and Blizzard — teach something sensible. You pick the moves, then come see me.

Sceptile: I don't see how Dragon Claw is a benefit to Sceptile, and I don't approve of Cut for a team as potent as this. Teach Sunny Day and Solarbeam for the big boys, and leave Leaf Blade to the petty ones.

Groudon: This is bedlam, seeing Fire Blast and Eruption to a Groudon. I have read to much of this, and demand that you wipe Eruption and Fire Blast for Ancientpower and Flamethrower. Seeing that there's space left, teach it Solarbeam as well. It really can learn it through the Move Tutor — it passed the level (65).

Rayquaza: I hate the look of a Fire-type move on a Rayquaza, since its power is in part determined by the weather, and Rayquaza has the ability Air Lock and that affects the entire field. Outrage can go, since you have Dragon Claw and Outrage will eventually confuse Rayquaza. Fly stays. Teach Ice Beam and Brick Break. It really can learn them.

Latios: If you have Psychic, there is absolutely no need for Luster Purge. Recover and Thunderbolt are fine. I think Latias can learn Shadow Ball, so if it does, teach that. You should also consider Dragonbreath.

Your team is pretty good. For your pokemon that are under level 100, try making take on the Elite 4 by themselves. Like, make Altaria beat the Elite 4. Make sure you bring revives, full restores, and leppa berries. Each time you do it, it should go up by at least 3 levels and it's good money.
