Question for Pokemon Ruby

Hello again, I have few questions.

1. I was wondering, because I have fire-red version, and I had completed it then I traded all the pokemon in it to my Ruby, so I could start allover again.

At the moment, I have 1 badge and I tried to trade the pokemon again but it didn't work.

I knew that until I get national dex, I couldn't trade with new pokemon from ruby, but I thought I could trade things like Charizard etc, and when I tried, it still didn't work, can anyone tell me why?.

2. and can you get Deoxis in ruby?

3. if you can't, in which game? and how?

pleaz tell me..

1. You must trade in one of the islands with both Ruby and Sapphire plates.I think it is in the Island 2.

3. In fire Red and leaf green. You must complete the triangle thingy pozzle in Island 9.
