With a cheat device.

The only way to get jirachi aside from using a cheating device, is by using the Pokemon colloseum per-order disk to trade it from the gamecube to the gba, you can no longer get the pre order disk unless you get it from ebay or mabey a used game shop

You can also get it by buying "pokemon Channel" on gamecube(I am in Australia, so unless the game is different...)there is a copy in my local ebgames for AU$30 so don't pay too much for it.

Play the game all the way through, and when you get to the bit where you have to take a bus to the forest at night to watch movies projected onto the sky, you will meet jirachi... And jirachi comes to your home to be your friend. Anyway, after this happens, an option opens up in the start menu, that allows you to transfer to either your ruby gamepak or your sapphire gamepak (you only get to do it once)

You have to have beaten the elite four in ruby and sapphire. As far as I know, it doesn't work with emerald/leaf/fire or diamond/pearl.

You will also need a gamecube-gameboy link cable. (You can get these for about AU$5 so don't pay too much for that either)

And you might need an empty slot in your party... But that I'm not sure on.

I hope this wasn't just a thing available on PAL copies of Pokemon channel... I don't know for sure, but I do know I have gotten jirachi this way. (in Australia, where were on PAL systems.) Please check on the box when you buy it, just to make sure. my copy said that i could get jirachi on it, so if it doesn't say this, please don't buy it. (i don't want to cause you undue expenditure) well, maybe you could buy it, but only if you really want to play it anyway.

Also I must warn you that Pokemon channel is nothing much like regular Pokemon rpg's it is quite cute, but kind of hollow. It's really a young kid's game. so uless you either LOVE pokemon, REALLY want jirachi, collect pokemon games, or have a much younger sibling or a small child of your own that can gain some fun out of it... I wouldn't recommend it.
