You obtain shoal shells by picking them up in Shoal Cave during high tide (they have a blue coloration).

You get shoal shells in the shoal cave. It is above Mossdeep. And there is shoal salt too.

You have to go to the caves above Mossdeep City. You have to wait till it's at high tide, and look for fuor of them, and four ShoalSalts (at low tide) to get a shell bell (restores HP in battle).

You go to the cave near Mossdeep and you check in rocks.

During high tide in the Shoal Cave, you can pick up Shoal Shells. There are four of them in the cave at a time.

If you collect the four Shoal Salts at low tide and present them to the old man in the cave along with the four Shoal Shells, he will make a Sheel Bell with them.

This is held by a Pokémon and restores HP when the holder knocks out an enemy.
