How do you get to Fortree City?

When you get to Mauville City just go right and onto the next route. If you have Surf, surf across the water to the other side. Then move East a bit, and then go North onto Route 119. At the end of Route 119 is Fortree.
Fortree City can be reached this way: Defeat your father (Norman) at the Petalburg Gym and acquire Surf from Wally's parents. Travel to Mauville and access Route 118.
On Route 119, you will be redirected to the Weather Institute to remove Team Magma or Team Aqua and obtain Castform. When you finish, battle May (or Brendan) on the other side of the bridge, and she (or he) will reward you with Fly (HM03). Continue along Route 119 and you will end up in Fortree City.
Note: Proceed to Route 120 to pick up the Devon Scope from Steven so that you'll be able to bypass the Kecleon standing in your way to Fortree Gym.
