By going to a Nintendo Pok�mon Event such as Pok�mon Rocks America. You can also use a Cheating Device such as Action Replay, Gameshark or Explouder.
You can only get the old sea chart by going to an Nintendo event (which is only in America) or by cheating using an Action Replay or a Gameshark. Or you could trade it from one of your friends games or a game you already have with it on it.
Use a cheating device like gameshark, action replay, etc to get it.
