Where can I get the TM move steal or the other one you need to use to get the dragon scale?

TM46 (Thief) can be obtained from one of the Grunts when they infiltrate the aquarium in Slateport.

You get in Slateport near the beggining of the gamewhen team aqua/magma goes in the museum one of them gives it to you after you beat them

I think you mean snatch. You find snatch on the S.S. Tidal. Talk to the guy near the trash can. As for the other one, no clue what your talking about.

Zigzagoon learns covet at level 29, and linoone learns covet at level 35. Thief is TM 46, given to you by the Aqua/Magma grunt in the Oceanic Museum in Slateport City, and is learned naturally by keckleons by level 25.

The two TM's that you would be thinking of are Thief and Covet.

You can get TM 45 Thief somewhere in Slateport City, but I'm not sure where. Teach it to Dark and Ghost types.

Covet isn't a TM, but Pokemon can learn it. Here are some of them: Zigzagoon, Slakoth, Vigoroth, Slaking, Skitty, Volbeat and Illumise. There's more but it would take forever to list them.
