Question for Pokemon Ruby

I have two Questions:

1. Are there two ways to enter the safari zone?

2. Do you think it is fair that Mr.Briney became the Captein of the S.S. Tidel? He was more useful when he drove the little boat.

1.) No, where did you hear that?

2.) It doesn't matter now because you can fly to the places that Mr. Briney take you to on this "little boat." And now instead of just watching the boat ride around, you can walk around in the S.S. Tidel.
