Question for Pokemon Ruby

Hi! I have a few questions to ask:
1. I need help beating the Elite Four, is this team good enough:

1.)They are okay but train them all to at least level 65 get about 5 full restores 5 revives and 2 ethers and you are good to go.

2.)Make sure to have a Pokemon with Dive, a Pokemon with Dig, and a Pokemon with Surf with you. Put a Relicanth in the first place in your lineup, (Relicanth is found at the underwater path to Sootopolis City ) and a Wailord in last place (Wailord evolves from wailmer which can be found by fishing with a Good or Super Rod just about any where. then raise wailmer to Level 40 and you got your self a Wailord.) Now go to Pacifidlog Town, and surf west. Keep going southwest, until you reach an island. Keep going as southwest as you can until you get to another island. Now Surf in the middle of the edge you got off at. Do that for the other island you land on. Now walk a little above the middle, and you should land in a little bit of water that does not
have currents. Dive right in the middle of it, and keep following the path until you get to a sign with Braille.

When you come up to that sign, use Dive, and you will discover a secret cave. Keep going up until you get to a Braille sign with a lot of Braille writing there. Use Dig there, and you will move to another room. Now when it says more Braille on it, then it will open because you have a Relicanth in your first place and a Wailord in your last place. Go into that room and now you activated the Regi's.

As with the Regirock and his brethren:
On Routes 132, 133, and 134, there’s a fast-running tide. This will make it difficult to navigate, but if you get on the right stretches, you’ll end up at a dive area. Restrict yourself to the south side of the routes until you come to a dive area surrounded by six rocks on Route 134. Go underwater and resurface in front of the inscription at the mound. You will be in the Sealed Chamber.

Go to the inscription farthest back and have a Pokémon use Dig. Enter the next chamber, arrange your party so that Relicanth is in front (a Relicanth can be found underwater on Routes 124 and 126) and Wailord is the last in line, and then select the inscription in the back of the inscription. The Three Titans are alive!

Regirock resides in the Desert Ruins just off Route 111 in the Desert. The monolith will now have a hole in the front. Go inside, walk up to the inscription, press the A button to read it, and then walk two paces right and another two down. Then, have a Pokémon use Strength. The inscription will crumble to bid you access to Regirock.

Regice resides in the Island Cave, just off Route 105. Go in the monolith, walk to the inscription, and press the A button. For the next two minutes, we advise going to the bathroom or getting a snack, because you can’t do anything on the Game Boy for those two minutes. When the two minutes are up, you should be able to enter the adjacent chamber, where Regice awaits.

Registeel is in the Ancient Tomb, just off Route 120. You’ll find it by Ruin Maniac Chip. Walk in, go to the middle of the room, and have a Pokémon use Fly. You then should be able to enter the chamber where Registeel sits waiting to be captured.

Your team:
Pelliper: Great. Use it against Drake.
Groudon: Reteach Earthquake and lose Fissure. Then, lose Fire Blast for Eruption at level 75. That will be good for Steven.
Blaziken: Lose Blaze Kick and teach Brick Break. Use the Brick Break and Sky Uppercut against Sidney and Glacia if it lasts that long.
Gyarados: Teach Bite and lose Hydro Pump. Use Bite on Phoebe.
Wailord: Great.

1. Definetely, just buy a few Max Revives, Max Potions etc. and you're ready to go KICK THEIR ASS!

2.No you do not have to defeat the elite four to get there, but you have to do various other things.
First, catch a Relicanth and a Wailord. Catch Relicanth underneath Sootopolis and evolve Wailmer at level 40. Next, go to Pacifidlog. Go to the bottom. Then surf into the current. Then go right down to the island you land on and surf again. When you get to this island where there is nothing on it except shallow water, go to the center and surf. Go where the braille thing is (my translations are in brackets) (go up here)
You will be inside Sealed Chamber. Go to the last one (Use Dig)
Go to the last one again (Relicanth first, Wailord last) Then it will say "It sounds as if doors have opened far away". Go to either Route 105 and surf until you get to one of the rocks. Wait one minute and the door will open. Then go to the bottom rock in the desert on Route 111 and go to the braille thing. Go two down and two right and use Strength. Finally, go to route 120. Find the rock and go inside. Go to the center of the room, and use Fly.
Now catch them.
