Question for Pokemon Ruby

Hi guys and girls I'm new here I would just like to ask where do you find the blue shard to trade it for a water stone because I finally caught a staryu and I can't find a blue shard so has anyone got a location for itin the sea????

It's sometimes attached to wild Clamperl.

You can find a few in the ocean(using dive)... Or a underwater Pokemon can sometimes carry it also.
