Talk to Wally's parents after you defeat Norman in Petalburg.
You get it in the house next to your fathers gym after you beat your father in a gym match. the person you get it from is wally
Go next door from your fathers gym, after beating him. Talk to Wally's parents, they will give you HM Surf.
