Use Rare Candies, or Train in the Elite Four.

Just go level them up in the elite four.

You can put it in the day care and RUN up the mud slopes for ages (if you get bored put heavy things on the buttons) and this will give you lots of steps so you can collect your Pokemon from the day care at a higher level. Or you can beat the elite four many times and get lots of experience or you can do it the old fashioned way and train LOTS!!!
