You can get TM43 (Secret Power), the TM used outside battle to create a Secret Base, from the lad by the large tree just above the desert. After you get this and TM10 (Hidden Power), the two items will become available at the Slateport Marketplace.

It is called secret power and you can get it at Slateport city or route 111.

To do it you need go-goggels may gives it to you after you beat the 4th gym and then the guy next to the tree gives it to you after you cross the sand storm.

Go to Mauville City and go up and the rock with rock smash. Go up and there is a boy what is looking at tree. Ask him and he gives you secret power what gives you a secret base.
